For an exam: never without an appointment
This is the rule without exception. The knowledge test and the road test happen by appointment only, and that appointment is booked online on SAAQclic. The SAAQ even specifies that service outlet staff cannot book exam appointments: going to the counter to get one does not work.

For counter services: possible, but not guaranteed
For routine transactions (licence renewal with photo, replacement, vehicle registration), it remains possible to walk into a service centre without an appointment. But the SAAQ posts a clear warning on its centre pages: if you show up without an appointment, nothing guarantees you will be served before closing time.
In other words: walk-in exists, but it is a waiting line, not a promise. If your transaction is urgent or your schedule is tight, an appointment remains the reliable route.
The real situation, centre by centre
Showing up on a Saturday morning "to take the knowledge test as a walk-in": the region's centres are closed on weekends, and the exam requires an appointment booked in advance on SAAQclic anyway. As this article is published, online slots were opening about two months out. Plan, don't walk.
